No on Props 1A-1F

The more I read about Props 1A-1F for the Tuesday, May 19th election, the more I will have to endorse a no vote. At first, I had to admit that I was certainly confused because it seemed like the only people who opposed them were the republican groups like Howard Garvis. If they opposed it and I usually oppose them (think last Spring’s Prop 98), I should support 1A-1F, right? Then I see Mark Leno and much of the Democratic Party establishment campaign hard for these propositions, warning us that if these don’t pass the budget cuts will go deeper and we will all have to stare into the abyss.

Last weekend, Maven went to the California Democratic Party Convention and found that most of the grassroots progressives were against these props. To them (and Maven), these props are a unholy bargain with the republicans that will do nothing in the next year or two to deal with our budget crisis. Additionally, these props will tie the hands of the legislature to fund needed programs in the future and in the case of 1C allow the governor to raid the lottery money to feed the general fund. It was the progressive grassroots blocked the California Democratic Party from endorsing 1a.

So what if republican organizations oppose these propositions, it is not unheard of in politics to find you have strange bedfellows. There is enough in each proposition for both ends of the political spectrum to dislike. Bad bills with good intentions are still bad bills. Also, Maven is not liking the YES folks appeals to fear. If you have to appeal to fear, there is something wrong.

FIRST 5 SPENT $100 MILLION+ on CONSULTANTS

Although some expenditure for evaluating programs is required by the First 5 statute, over the last 7 or so years, audited financial statements reveal that First 5 commissions have spent approximately $100 MILLION on evaluation. How can it cost that much?

Well, First 5 evaluation payments go mainly to private consulting firms like Harder and Company, not to children 0 to 5!

Based on audited financial statements and adding a standard 3% for inflation, an analysis shows that in 10 years, they are on course to spend over $300 MILLION on evaluation.

In 15 years, it will top $500 MILLION. In 25 years: $1 BILLION dollars+.

First 5 Commissioners are misspending funds: Proposition 10 was not meant to make the evaluators RICH!

Let’s get ourselves out of this budget mess – VOTE YES on 1D!

NONE of that cash went to children 0 to 5!

It went to the Compensation and Retention Encourage Stability initiative, called “CARES”.

According to the 06/07 San Diego First 5 Eval report (p 170), the CARES initiative “originated in response to a major child care crisis: … high (staff) turnovers rates…”.

Amongst other things, CARES simply paid people to work BUT on p. 171 it says THEY ARE STILL LEAVING in droves – with a 22% annual turnover rate, within 5-7 years, there could be a 100%+ turn. And those who stay: will they get paid by CARES to?

A highlight: CARES paid people who already had Master’s degrees+ up to $5,000 to stay in their jobs (from the public CARES database).

First 5 spent over $500 MILLION on this “solution” (from state audited financial statements)

Can anyone say: POOF?

Vote YES on 1D!

Proposition 1A through 1F of the propositions in the upcoming special election consider a NO vote, because it’s downright fraud. Remember you are paying for prison cells, education health care and other forced Federal mandates for illegal alien families. Since proposition 187 those people in Sacramento have stuck it to you. Welfare – $1.8 to $3 billion per year is lost due to fraud in the Food Stamps, Medi-Cal and Cal WORKS programs. Remove illegal immigrants and felons from Cal WORKS. From Maven: I appreciate you coming by and sharing your opinion. I have said many
times that you do not have to agree with me to post here.

This post illustrates that people can oppose 1A-1F for very different reasons.

You hurt your case by citing the Heritage Foundation in your post as they are extremely biased.

The rightwing hysteria over undocumented workers is merely a wedge issue.
This post is an example of scapegoating. Nowhere do I hear any ire against
those who employ these workers without offering health coverage.

It is simply the truth that nationally, udocumented workers are a plus for
our country and our economy. The problem is at the local and state level because
states and counties have to bear the burden employers should be carrying.

One can argue that white old people who get social security and medicare
get more money than they have paid – simply because our health care system is broken.

Undocumented workers are exposed to neurotoxins in our fields and often are exposed
to unsafe workplaces and wait until their conditions require more expensive emergency or chronic health care intervention.

Are you really saying that we should kick undocumented women
in labor out of the emergency room to give birth somewhere in unsanitary conditions?
Do you want to deny that woman pre-natal care to that new citizen of our country?

What I have noticed about those who oppose illegal immigration is that they seem to think that
the undocumented are leading somehow better existence than them. It is as if they think
they think jobs, money, and opportunity are taken away from them by the undocumented.
I challenge these people to switch circumstances with them for a week and I bet they wouldn’t
be able to do it.

I bet this scapegoating has everything to do with the right wing propaganda from Fox News and
Lou Dobbs who focus attention on the undocumented working poor, instead of those on Wall Street who
have emptied your retirement funds and caused this economic downturn.
